Manager, Civil Engineering

METRO

This is a Contract position in Greeley, CO posted October 13, 2021.

Basic Function Responsible for providing expertise in the area of civil engineering for existing and new transit facilities.

Provides engineering support to Program Managers through planning, design and construction phases of an assigned corridor or project.

Manages the execution of work by METRO staff, consultants, and contractors.

Represents METRO at coordination meetings with partner agencies, utility companies and private businesses and stakeholders during the project life cycle.

Performs duties in a safe, efficient manner and in compliance with all applicable rules and safety procedures.

Responsibilities and Specific Duties Provides primary managerial direction and performs personnel administrative functions of direct report staff (e.g.

training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing, enhancing productivity of staff and ensuring necessary department outcomes are achieved.

Manages a team that provides civil engineering expertise and program support on all METRO projects.

Reviews civil engineering designs to ensure compliance with applicable codes, criteria, and standards, including METRO design guidelines.

Manages, develops, oversees, and approves scope of work by consultants, contractors and third parties for civil scopes Conducts reviews of deliverables from consultants and contractors and provides comments and constructive feedback Oversees the preparation of technical reports, maps, drawings and other documents as requested by Program Managers.

Assists Program Managers in the development of agreements with utilities, railroads, City of Houston, Harris County, Texas Department of Transportation, and other governmental agencies.

Provides engineering support during construction for expedient resolution of field issues in coordination with design consultants Prepares technical reports and white papers to evaluate and differentiate between multiple options to aid executive management in decision making.

Updates the METRO specifications, standards, and design criteria to reflect current industry practice and for consistency with partner agency documents Reviews and assigns roles and responsibilities for direct reports and identifies developmental areas necessary for their career progression and conducts performance reviews Participates in value engineering exercises to control project cost Establishes a design production team within PE&C to allow for in-house preparation of designs Monitors and assesses performance of consultants and contractors providing civil engineering services Provides excellent customer service to METRO internal and external customers.

Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.

Performs other job-related duties as assigned.

Education Requirement Bachelor’s degree in Civil Engineering.

Years & Experience Required Minimum fifteen (15) years of progressive experience in civil engineering design including 5 years of experience managing staff and consultants.

Comprehensive experience in roadway design in urban setting.

Experience on projects up to $50M in constructed value.

Knowledge & Skills Required Licensed as a Texas Professional Engineer required.

Knowledge of local codes, standards, and design criteria.

Ability to work in groups and coordinate work activities, including sensitivity to diverse groups of people.

Ability to make sound and logical decisions given abstract conditions.

Ability to recognize sensitivity of scenarios and situations and developing strategies to resolve issues.
