* DutiesHelpDutiesSummaryIf selected for this position, you will provide scientific leadership and program management expertise on issues of major importance to nation-wide Plant Protection & Quarantine programs, such as: providing staff advisory services, leading projects, programs, or major segments, leading and participating in studies, cross functional working groups and experimental programs carried out within field operations and extensive collaboration with all levels of Plant Protection & Quarantine management.Learn more about this agencyResponsibilities* The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.* The duties may include, but are not limited to:* Performs in-depth analysis of program management issues of central importance to Animal Plant Health Inspection Service?s mission to protect and serve U.S. agriculture* Serves on teams of plant health and quarantine experts in major long-term field projects to study and/or respond to new and emerging plant health risks* Provides advice and assistance in developing, directing, analyzing, and monitoring field operations and cooperative programs to detect, control, regulate, manage and eradicate plant pests nationwide* Cooperates with State and other officials in enforcing Federal and State quarantines regulating the movement of crops, products, equipment that may cause the spread of animal and plant pests* Maintains surveillance of quarantine activities to assess effectiveness* Analyzes changing traffic patterns of imported products, along with pest interception informationTravel RequiredOccasional travel – You may be expected to travel for this position.Supervisory statusNoPromotion Potential13* Job family (Series)0401 General Natural Resources Management And Biological Sciences* RequirementsHelpRequirementsConditions of Employment* You must be a US Citizen or US National.* Males born after 12/31/1959 must be Selective Service registered or exempt.* Subject to satisfactory adjudication of background investigation and/or fingerprint check.* Successful completion of one-year probationary period, unless previously served.* Direct Deposit: Per Public Law 104-134 all Federal employees are required to have federal payments made by direct deposit to their financial institution.* Successfully pass the E-Verify employment verification check. To learn more about E-Verify, including your rights and responsibilities, visit E-Verify at* Valid state driver’s license is required at the time of application.* In accordance with Office of Government Ethics regulations concerning conflict of interest, the incumbent will be required to submit a financial disclosure report within 30 days of their effective date of appointment and annually thereafter.* Travel is required and some discomfort is encountered on field trips that take the employee to highly varied work environments.QualificationsApplicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.BASIC REQUIREMENT: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.OR Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:* Coordinating plant health activities utilizing technical, analytical and interpersonal skills to approach work with diverse stakeholders.* Collaborating and participating in program audits and technical reviews, analyzing data and operational processes to develop recommendations and innovative solutions.* Serving as a resource for State and Federal cooperators, growers, and industry representatives to interpret quarantine and foreign import/export regulations and ensure compliance.* Analyzing data and identifying areas for improvement, evaluating alternative solutions, and communicating potential remedies through chain of command.Note: There is no education substitution for this grade level.TRANSCRIPTS are required if:* This position requires specific coursework or a degree in a specific field to be basically qualified.* You are qualifying for this position based on a combination of experience and education.* This education must have been successfully completed and obtained from an accredited school, college, or university.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
