Corporate Capital Project Manager, Liberal, Kansas

Responsibilities for this position include but are not limited:


Work with plant operations, engineering, maintenance and related support staff to define project goals and scope and assist plant staff in managing projects to a successful startup and commissioning. Responsibilities will include making sure projects are completed on time, within budget and performance objectives are achieved.


Initial Assignment:


National Beef is embarking on a $108 million dollar expansion of the fabrication floor in Liberal Kansas. This project is comprised of many elements and is expected to commence in early 2020 and be completed in the 2nd or 3rd quarter 2022. This Capital Project Manager position will be assigned to Liberal KS for the duration of the fabrication expansion.


The Corporate Project Manager will work with technical consultants and equipment experts to define design requirements and evaluate the suitability of the technology, systems or design options considered. Finally, this position will also be expected to manage various construction trades, contractors, vendors and service providers and to integrate regulatory and code compliance requirements into project plans and construction agreements.


The role of the Corporate Project Manager is to:

  • Define Project Requirements with Various Stakeholders
  • Develop Project Details
  • Coordinate / Audit AFE Process
  • Coordinate / Audit AFE Committed Spending
  • Coordinate / Audit Monthly Engineering Update
  • Execute Construction / Renovation Projects
  • Commission / Start-up Projects
  • Train Plant Project Managers
  • Develop Spec books – Electrical, Building, Refrigeration, Mechanical & Equipment
  • Project Research – Automation – New technology, New processes related to our industry

The Corporate Project Manager will fill this role by meeting the following responsibilities:


Project Development

  • Interface with Corporate/Plant personnel to define existing condition(s) then the desired final results of new project(s)
  • Coordinate project design documents
  • Review new/existing process improvements with plant/USDA personnel
  • Develop scopes of work
  • Develop project budgets
  • Develop project probable schedule(s)
  • Identify additional energy requirements
  • Submit request for capital funds
  • Research & Development

Project Execution

  • Perform contractor evaluations/selections
  • Procure bids (pre-bid meetings, scope addendums, etc.)
  • Review (for compliance) all local, State, Federal regulatory requirements
  • Review/perform bid tabulations
  • Conduct contractor meetings (pre-bid, pre-contract award, contract award)
  • Develop/execute project contracts
  • Procure project building(s) systems/equipment not under contract
  • Procure project process equipment/systems not under contract
  • Assist in perform existing fixed assets review to identify potential asset retirements
  • Develop firm project schedule(s)
  • Establish/manage coordination efforts between all trades, operations, USDA, and etc. 
  • Publish weekly/monthly project budget re-caps
  • Conduct project progress review meetings as required


  • Provide assistance in any pre-startup reviews as required
  • Provide assistance with process sequence of operations as required
  • Facilitate new/refurbished equipment operator training between operation and equipment manufacturer/provider
  • Coordinate equipment commissioning with responsible contractor(s)
  • Coordinate building/equipment sanitation requirements
  • Coordinate process startup(s) with operations/contractors

Qualified candidates for this position should possess the following skills:

  • 5 or more years of experience in the food production or meat processing industry
  • 3 plus years experience in managing capital projects
  • College degree preferred
  • Basic Microsoft Office Skills
  • Drafting Skills
  • Excellent communication skills, written and verbal
  • Exceptional time management skills, ability to estimate work effort and time needed for project

  • Proven leadership skills and ability to delegate work

  • Excellent technical skills and understanding of construction methods, industry mechanical systems, industry equipment, contracts and blueprints

  • Strong problem solving skills

  • Knowledge of safety and building codes as well as other legal requirements

  • Ability to work unsupervised

  • Ability to work well with others

  • Must be willing to be on call 24/7

  • Must be willing to travel
